Welcome to this Web Site. The Panchayats established at Village, Intermediate (i.e.Taluka/Block) and District level, in pursuance of the provisions contained in Article 40 of the Constitution and the Municipalities in Urban areas, were not able to live up to the expectations and aspirations of the people and the founding father of the Constitution and thus could not acquire the dignity and credibility of being true representative bodies of the Urban and Rural population because of many shortcomings and defects in their functions specially due to indifference on the part of the Government. The Constitution (Seventy Third and Seventy Fourth) Amendment Acts, 1972 which came into force w.e.f. 24.04.1993 provided constitutional status to the Panchayats and Municipalities.
The provisions contained in Part IX and X of the Constitution incorporated by 73rd and 74th Amendment of the Constitution, provide for fixed duration, regular and timely elections, devolution of funds and required authority to these Local Bodies
The superintendence, direction and control of the preparation of electoral rolls for, and the conduct of, all elections to the Panchayats and Municipalities in the State are vested in the State Election Commission under the provisions of Article 243K read with Article 243ZA of the Constitution. The State Election Commission in the State of Haryana was constituted w.e.f. 18th November 1993 which is headed by the State Election Commissioner.
There are 6205 Gram Panchayats, 126 Panchayat Samitis, 21 Zila Parishads, 52 Municipal Committees, 18 Municipal Councils and 10 Municipal Corporations spanning in 21 districts of the State.
Three General elections of the Panchayats and Municipalities have been successfully held in the State in a free and fair manner. The first General elections to the Local Bodies were held in 1994, the second General elections were held in 2000, third General elections were held in 2005, fourth General elections were held in 2010 and fifth General elections were held in 2015/16.
Now that the way is clear, the Commission looks forward for the efficient conduct of free and fair election, thus fulfilling the long felt democratic need of this State, it is hoped that this web site will provide useful information to all those in need thereof.
